On April 25, 2025, during the “Hard to Reach Population – SMILE (Beggary)” seminar in New Delhi organized by the Department of Social Justice and Empowerment in partnership with the World Bank, Atchayam Trust was spotlighted for its exemplary work in beggary rehabilitation.

Mr. Naveenkumar engaged in focused dialogue with World Bank experts, sharing Atchayam’s grassroots experiences and effective community-based rehabilitation models. The Trust’s initiatives were highlighted as best practices with significant potential for replication across India.

The Ministry formally commended Atchayam Trust for its comprehensive approach combining rescue operations, medical care, psychological counseling, skill development, and family reunification. This holistic model has transformed countless lives and established a Model Integrated Home that serves as a benchmark for agencies nationwide.

Atchayam Trust’s dedication to upholding the dignity of vulnerable populations aligns perfectly with the Government’s vision of an inclusive society where no one is left behind.

EXPERT CONTRIBUTION TO NATIONAL TRAINING ON BEGGARY REHABILITATION

Mr. Naveenkumar served as a Resource Person at the One-day Training Programs on the SMILE Sub-Scheme “Comprehensive Rehabilitation of Persons Engaged in Beggary,” organized by NISD on April 24, 2024, in New Delhi, and September 20, 2024, in Ayodhya, Uttar Pradesh. These programs, attended by 100 Nodal Officers and Implementing Agencies nationwide, aimed to enhance the effective implementation of rehabilitation initiatives. Through his sessions, Mr. Naveenkumar shared valuable insights on policy execution, sustainable reintegration strategies, and best practices, empowering stakeholders with the knowledge and tools to drive impactful rehabilitation efforts.

EXPERT PERTICIPATION AT NATIONAL SMILE BEGGARY SCHEME WORKSHOP - INDORE MADHYA PRADESH

On 11 July 2025, Mr. P. Naveenkumar participated as an expert contributor at the National Workshop cum Stakeholders Consultation on the SMILE Beggary Scheme held in Indore, Madhya Pradesh.

Representing Tamil Nadu’s implementation experience, he shared Atchayam Trust’s integrated rehabilitation model, best practices, and on-ground insights from the SMILE project. His inputs supported national-level discussions focused on strengthening policies, enhancing rehabilitation frameworks, and improving nationwide strategies for transforming the lives of individuals engaged in beggary.

VOICES FOR THE ELDERLY: NATIONAL ADVOCACY AND ATCHAYAM’S IMPACT

Atchayam Trust was privileged to be associated with the National Conference on the Rights of Older Persons, held on 18th October 2024 at Vigyan Bhawan, New Delhi. Themed “Assessing the Structural Framework, Legal Safeguards, Social Security Rights, and Institutional Protection of India’s Elderly”, the conference served as a crucial platform for dialogue on the pressing issues facing senior citizens in India.

Organized to deliberate on the implementation and impact of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, the event brought together policymakers, legal experts, social workers, and civil society organizations. Atchayam Trust was honored to participate in the discussions, aligning with our mission to uphold the dignity and rights of the elderly.

EXPERT SESSION ON CHILD BEGGING AT DCPOS TRAINING

Mr. Naveenkumar, representing Atchayam Trust, was invited as a resource person to deliver a lecture on "Employment of Children for Begging" on 5th June 2024. The session was part of the Induction Training Programme for newly appointed District Child Protection Officers (DCPOs) organized by the Department of Children Welfare and Special Services, under the guidance of Thiru. Thanasekarapandian, Joint Director.

The training programme, held at Anna Administrative Staff College, Chennai from 30th April to 29th June 2024, aimed to equip DCPOs with comprehensive knowledge and practical insights required to protect and promote children's rights at the district level. Given the sensitive and critical nature of their responsibilities, the programme adopted a balanced approach—integrating lectures by subject experts and practitioners, including Hon’ble retired Justices, Professors, Civil Servants, Doctors, Advocates, Social Workers, and NGO professionals—with field training and exposure visits.

Mr. Naveenkumar’s session highlighted the pressing issue of child exploitation through begging, the underlying socio-economic causes, legal frameworks in place, rehabilitation models, and the role of District Child Protection Units in preventing such violations. His lecture drew from his direct experience working with homeless and vulnerable children, offering valuable real-world perspectives and best practices.
